Furious, his brother Jimmy attempts to have Mayor Tyler intervene, but the corrupt politician instead denounces Terry as a drunk. Determined to get justice, Jimmy begins a graffiti campaign of embarrassing slogans mocking the mayor, which soon captivates the city.
